The European Commission recommended on Wednesday launching accession talks with Iceland.
EU Enlargement Commissioner Stefan Fuele said the negotiations could start at the end of this year.
The European Commission said Iceland must implement some structural reforms, achieve fiscal consolidation and fully implement a credible fiscal strategy.
Iceland, a northern European island of 320,000 people, had been reluctant to join the bloc for decades and applied only last year when the global financial crisis devastated its banking system.
It is hoping for speedy accession talks.
