Several nongovernmental organisations on Wednesday reacted to a bill on the management of state-owned property, claiming that instead of being invited to participate in a public debate concerning the management of state property the public has been "invited to participate in a farce."
The Centre for Peace Studies, Green Action and GONG have reacted because although consultations with the interested public have not been completed, the government has already forwarded the bill to fast track procedure in parliament and parliament has secured conditions so that the bill can be passed in such time that even the preceding government would be awed, the NGOs said.
They consider that it is scandalous that such procedural incidents are occurring immediately after Croatia has joined the European Union as a full member.
The NGOs warned the the bill was contrary to the strategy for managing state property until 2017 which was adopted less than a month ago. As an example they noted that instead of strengthening capacities in the State Property Management Administration, the agency is due to be shut down without any explanation why.
The NGOs claimed that the Sabor should ensure sufficient time for the interested public to participate in discussing the bill and that it should be sent to parliament for a second reading and another public debate this autumn.
