The Presidents of Croatia and Serbia, Ivo Josipovic and Boris Tadic respectively, arrived at the Ovcara memorial complex outside the eastern Croatian town of Vukovar on Thursday to commemorate the 200 Croatian civilians and soldiers killed there 19 years ago by the Yugoslav People's Army and Serb paramilitary forces.

The memorial complex is situated on the site of a former pig farm where Croatian prisoners of war were tortured and executed on November 20, 1991, two days after the fall of Vukovar to the besieging forces.

Tadic and Josipovic were due to walk alone about 100 metres from a hangar where the prisoners had been held to the spot where they had been executed and dumped into a mass grave. They were to lay wreaths with identical inscriptions, saying: "To the innocent victims - President of the Republic of Croatia Ivo Josipovic" and "To the innocent victims - President of the Republic of Serbia Boris Tadic".

After the wreath-laying ceremony, the two presidents were due to address reporters.
